This is the kind of thing that could hurt the President:

"Sen. Bob Graham on Sunday accused the Bush administration of engaging in a 'coverup' of intelligence failures before and after the Sept. 11 attacks to shield it from embarrassment, and said the war with Iraq has allowed Al Qaeda and other terrorist groups to become a greater threat to Americans than ever before.

But it could as easily backfire: if the Dems are wrong, it will give firepower to neo-cons who publicly question their patriotism. Of course, Graham's making the claim to gain traction on the other Democratic presidential candidates--not to beat Bush. It's exactly the kind of thing that could play into Bush's hands, though--if the Democrats aren't willing to play as hard as Karl Rove (and no one has yet been).
